as i recall from my first 300 hours without mods, you need a decor score of 10-12 points to get the most out a sims happiness in each room. typical paintings in build mode can cover it. certain decor items from certain jobs once the emotional aura is switched on, those offer moodlets when your sim is in the area, it's in the same way custom

I did have another Sim who complained about decor tastes and it turned out she'd somehow gained random likes that I hadn't given her. It said she disliked Cute Decor, but I'd never assigned that because I don't use Likes for this very reason. No clue how she got them. So you could check their likes. At the new lot, I moved the decoration box from the household inventory, then tried to remove existing decorations that were on the house for some reason (left over from their previous lot? I didn't put anything on the eaves and foundations on this new lot). but the options are greyed out and when hovering over, there is a message that says
Every decorative thing you hang on a wall or place on tables shelves and so on has an environment value that you can see. This has nothing to do with the new patch it has been there since the beginning. Depending on a Sims traits they may be more sensitive to the environment.
